On September 24th, Wang Hongzhi, Director of the National Energy Administration, published a signed article titled "Promoting High Quality Development of New Energy in China with Greater Efforts", pointing out the direction for the development of new energy in the 15th Five Year Plan period.

Wang Hongzhi pointed out that this year is the end of the 14th Five Year Plan and the year of planning and layout for the 15th Five Year Plan. China's new energy development has achieved remarkable results, exceeding the 14th Five Year Plan goals and laying a solid foundation for the start of the 15th Five Year Plan. At present, the development of new energy is at a critical stage, facing new situations and requirements. To achieve a leap in quality and efficiency, it is necessary to adhere to the "three adherences" and "three transformations".

In terms of development mode, we must adhere to diversified integration and promote the transformation of new energy from "individual combat" to integrated application. Multi energy integration is accelerating, and multi energy conversion technologies represented by green electricity for hydrogen production and ammonia alcohol production are actively exploring and demonstrating. There is a vast space for green fuel substitution in fields such as gas electricity hydrogen blending, coal electricity ammonia blending, and chemical, transportation, metallurgy, etc.

Taking non electric utilization as a breakthrough, we need to broaden the ways of utilizing new energy. Intensify efforts to break through the scale of wind solar hydrogen production, and strengthen the integrated development layout of green hydrogen production, transportation, storage, and utilization in areas rich in new energy resources, in conjunction with the planning and construction of major bases such as the "Shagehuang" new energy base and offshore wind power base. Focus on extending the green hydrogen production industry chain and value chain towards green hydrogen metallurgy, green synthetic ammonia, green methanol, green aviation fuel (SAF) and other directions, forming new growth points for the new energy industry.

Facing the "15th Five Year Plan", China has a strong demand and numerous opportunities for the development of new energy, but the task of ensuring safety and promoting transformation is arduous. The National Energy Administration will focus on expanding the capacity and improving the quality, promote the high-quality development of new energy to a new level, and provide safe and reliable energy guarantee for Chinese path to modernization.
