National Development and Reform Commission issues measures: Green methanol and other projects receive special funding subsidies for energy conservation and carbon reduction

On October 14th, the National Development and Reform Commission issued the "Special Management Measures for Central Budget Investment in Energy Conservation and Carbon Reduction", which clearly provides special funding support for projects in multiple directions.
This special project focuses on key industry areas such as energy conservation and carbon reduction, clean substitution of coal consumption, circular economy to assist in carbon reduction, low-carbon, zero carbon, and negative carbon demonstration, as well as basic capacity building for carbon peak and carbon neutrality. Specifically, energy-saving and carbon reduction projects in key industry sectors cover energy-saving and carbon reduction renovations in multiple industries such as electricity and steel, supporting large-scale renovations in industrial parks and infrastructure, as well as energy-saving and carbon reduction renovations in central and national agencies; Coal consumption clean substitution projects, including low-carbon transformation of coal-fired power units and coal chemical projects, as well as clean energy substitution of multi industry coal-fired facilities and clean heating for urban and rural residents; The circular economy supports carbon reduction projects, involving the circular transformation of industrial parks, the construction of resource recycling bases, and also supports the recycling of renewable resources and the utilization of agricultural and forestry residues; Low carbon, zero carbon, and negative carbon demonstration projects, including demonstration and application of advanced green and low-carbon technologies, construction of energy supply facilities in zero carbon parks, etc., including green methanol and sustainable aviation fuel production projects; The Carbon Peak and Carbon Neutrality Basic Capacity Building Project only supports government investment and projects included in national level planning or programs, involving basic capacity building such as carbon emission measurement.
In terms of funding support ratio, except for the basic capacity building projects for carbon peak and carbon neutrality, the support ratio for projects in other directions is 20% of the approved total investment. For the carbon peak and carbon neutrality basic capacity building projects invested by local governments, the support ratios for projects in the eastern, central, western, and northeastern regions are 60%, 70%, 80%, and 80% of the approved total investment, respectively. Relevant projects from central and national agencies are generally fully arranged.
