On November 12th, the official website of the National Energy Administration released the "Guiding Opinions on Promoting the Integrated Development of New Energy".
Since the 14th Five Year Plan, China's new energy installed capacity has exceeded that of thermal power, but it faces problems such as high system consumption pressure and difficult factor guarantee, and urgently needs to transform its development model. This opinion puts forward overall requirements, guided by the new development concept, adhering to system integration, technological innovation, and scenario expansion. By 2030, integrated and integrated development will become an important way of new energy development, effectively supporting the green transformation of the economy and society.
In terms of specific measures, promote integrated development from multiple dimensions. Enhance the level of complementary development of multiple varieties, optimize the power structure of the "Shagehuang" base, and promote the integration of water, wind, and solar energy; Strengthen the intensive use of space and guide the construction of scenic spots on the same site; Promote the integration of distributed new energy in multiple fields, such as transportation and construction; Promote integrated aggregation operation and enhance the observability and controllability of new energy.
At the same time, we will vigorously promote the synergy between new energy and multiple industries. Accelerate the "green to green" industrial chain and promote green manufacturing throughout the entire chain; Coordinate the upgrading of traditional industries and guide the transfer of high-capacity industries; Promote integration with emerging industries, such as exploring the integration of dual networks through the combination of "East Data and West Computing".
In addition, actively promote diversified non electric utilization of new energy. Enhance the collaborative level of wind solar hydrogen storage and tackle key technologies; Steadily build a green hydrogen ammonia alcohol industry base and support the large-scale production of "Shage Huang" and other areas; Promote the application of new energy heating in an orderly manner.
The National Energy Administration will also focus on organizational support, actively organize project construction, optimize investment and development management, power dispatch mechanisms, improve market trading and certification mechanisms, and assist in the integrated development of new energy.
