On November 27th, the National Development and Reform Commission held its regular press conference for November. At the meeting, Li Chao, Deputy Director of the Policy Research Office of the National Development and Reform Commission and spokesperson for the Commission, answered questions from reporters on relevant issues, emphasizing the encouragement of the orderly development of new energy storage and hydrogen energy technologies, and the reduction of operating costs for green hydrogen ammonia systems.
Following the "Guiding Opinions of the National Development and Reform Commission and the National Energy Administration on Promoting the Consumption and Regulation of New Energy" and the "15th Five Year Plan" suggestions, the National Development and Reform Commission once again highlights the supporting role of hydrogen energy in the new power system, and clarifies the goal of reducing the cost of green hydrogen ammonia.
Li Chao pointed out that with the continuous increase in the scale and proportion of new energy installations such as wind power and photovoltaics in China, the regulation capacity of the power system has become the key to the construction of new power systems, and the energy storage and hydrogen energy industries are important forces in improving regulation capacity.
In recent years, the National Development and Reform Commission, together with various parties, has accelerated the development of energy storage and hydrogen energy, achieving significant results. In the field of energy storage, there has been active progress in the development and demonstration application of large-scale compressed air energy storage technology routes. The installed capacity of new energy storage in China has exceeded 100 million kilowatts, which is more than 30 times that of the end of the 13th Five Year Plan and accounts for over 40% of the global total installed capacity. During this year's peak summer season, new energy storage plays an important role, with peak demand exceeding 30 million kilowatts during the evening rush hour. In terms of hydrogen energy, the National Development and Reform Commission has taken the lead in establishing an inter ministerial coordination mechanism, improving the policy system, and supporting innovation entities to break through key technologies and carry out demonstration applications. China has built a green hydrogen production capacity of over 150000 tons and is accelerating the integrated industrial layout of green hydrogen ammonia alcohol production, storage, and transportation.
Next, the National Development and Reform Commission will deepen the reform of the electricity market, allowing energy storage projects to participate in various markets and obtain profits; Coordinate planning, connect the supply and demand of green hydrogen ammonia alcohol, promote large-scale development, and advance the construction of infrastructure; Breakthrough technological bottlenecks, organize industrial innovation projects, encourage the orderly development of various technological routes, and support the construction of a new power system.
