MIIT: Multiple Measures to Promote Green and Low-Carbon Industrial Development, Fostering New Green Growth Drivers

On January 21, 2026, the State Council Information Office held a press conference to report on the achievements in industrial and information technology development in 2025. Relevant leaders from the Ministry of Industry and Information Technology (MIIT) attended and answered questions from reporters. At the conference, Tao Qing, Director of the Operation Monitoring and Coordination Bureau of MIIT, introduced the progress and future plans for green and low-carbon industrial development.
In 2025, the transition to green and low-carbon industrialization accelerated, and the green manufacturing system continued to improve. In revitalizing traditional industries, energy-saving and carbon-reduction upgrades were further advanced. Significant progress was made in using hydrogen as a reducing agent for ironmaking, with million-ton-level hydrogen metallurgy projects in Hebei, Guangdong, and other regions gradually commencing operations. Compared to traditional processes, these projects can reduce carbon emissions by more than 50% annually, ushering in a new era for the steel industry. In terms of the supply of energy-saving and environmental protection equipment, the industrial scale continued to expand, and innovation capabilities improved. During the "14th Five-Year Plan" period, over a thousand energy-saving and carbon-reduction technologies and equipment projects were supported for promotion and application, providing critical equipment support for the green transition. In the development of new green energy formats, active adaptation to the new power system was pursued, and the construction and application of industrial green microgrids were collaboratively promoted. Integration of wind, solar, energy storage, hydrogen, and other technologies was guided, with the average renewable energy utilization rate in national green computing facilities exceeding 70% in 2025.
The Central Economic Work Conference identified "adhering to the 'dual carbon' goals and promoting comprehensive green transformation" as a key focus of next year’s economic work. Moving forward, MIIT will focus on three aspects to foster new drivers for green development. In terms of technology-driven initiatives, efforts will concentrate on addressing challenges such as flexible hydrogen production, developing key energy-saving and environmental protection equipment and integrated system solutions tailored to specific scenarios, and establishing a deeply integrated research and promotion mechanism involving industry, academia, research, and application. Regarding application-led efforts, a market demand-oriented approach will be adopted to guide resource allocation toward green and low-carbon initiatives, promoting the transition of advanced technologies and equipment from "demonstration applications" to "large-scale adoption." In the realm of standards-led development, a series of standards will be formulated or revised in areas such as industrial green microgrids, facilitating the transformation of scientific and technological achievements into practical applications. Strengthening the implementation and application of standards will lay a solid foundation for high-quality, green, and low-carbon industrial development.
