Liu Deshun of National Energy Administration: Leading Energy Technology Development in the 15th Five-Year Plan Period with Innovation

Liu Deshun, Chief Engineer and Director of the Department of Energy Conservation and Technological Equipment of the National Energy Administration (NEA), stated that the Fourth Plenary Session of the 20th Central Committee of the Communist Party of China has clearly outlined in its Proposal the task of building China into an energy powerhouse during the 15th Five-Year Plan period. The NEA will formulate relevant plans to provide technological support for the construction of an energy powerhouse.
During the 14th Five-Year Plan period, China achieved fruitful results in energy technology innovation, taking the global lead in fields such as nuclear power and new energy. The 15th Five-Year Plan period will see both opportunities and challenges. Global green and low-carbon development has become the main direction of energy technology innovation, with rising enthusiasm for cutting-edge technology innovation and artificial intelligence reshaping the energy competition landscape.
In response to the new situation, Liu Deshun pointed out that it is imperative to strengthen original and disruptive innovation to take the initiative in energy technology development. Going forward, efforts will focus on the goals of building a new energy system and an energy powerhouse, driving energy technology innovation to new levels in multiple aspects: enhancing the overall efficiency of the technological innovation system by coordinating various innovation entities and elements; strengthening top-level design and leveraging the guiding role of planning; implementing major national science and technology projects and improving organizational models; advancing energy conservation, carbon reduction, and green development to facilitate the transformation of traditional industries; developing new quality productive forces tailored to local conditions and fostering new industries, new business forms, and new models; and reinforcing the energy standards system to serve energy security and transition.
As the first year of the 15th Five-Year Plan period, 2026 will focus on several key tasks. These include strengthening the energy technology innovation system and optimizing the layout of R&D and innovation platforms; promoting the development and demonstration of major technical equipment and evaluating the first (set) of equipment; ensuring the implementation of national science and technology special projects and planning new ones; improving energy efficiency in the energy sector and encouraging oil refining enterprises to save energy and reduce carbon; actively fostering new industries, new business forms, and new models by promoting pilot projects for AI + energy integration, coordinating the development of new energy storage and hydrogen industries, and cultivating the green fuel industry; and continuously improving the energy standards system and raising the level of standards internationalization.
