MIIT: Promoting Hydrogen Pilots and Computing Power Development, Laying Out Future Industries

On April 21, 2026, a State Council Information Office press conference presented the latest developments in China's industry and information technology for the first quarter of 2026, with relevant officials from the Ministry of Industry and Information Technology (MIIT) disclosing a number of key details.

 

Zhang Yunming, Vice Minister of the MIIT, stated that the industrial and information technology sector got off to a good start in the first quarter. In terms of energy conservation and carbon reduction, efforts are being made to guide the industrial sector in carrying out comprehensive pilot projects for hydrogen energy application. A total of 2,038 green factories and 128 green industrial parks were newly licensed, and energy consumption per unit of added value of industrial enterprises above the designated size continued to decline. At the same time, the ministry has been advancing early warning and regulation of production capacity, improving the competitive order in industries such as new energy vehicles (NEVs) and photovoltaics, with product prices in relevant sectors generally recovering.

 

 

Computing power infrastructure has become a key driver for the development of artificial intelligence (AI). The MIIT is promoting high-quality development of the computing power industry through a coordinated "point, chain, network, and surface" approach, focusing on empowering small and medium-sized enterprises (SMEs) with inclusive computing power. As of the end of March, China's intelligent computing power capacity reached 1,882 EFLOPS (FP16), indicating robust industrial innovation. The ministry is advancing the "Open Bidding for Computing Power Foundation" initiative and conducting policy research and standard formulation for computing-electricity collaboration.

 

Regarding the layout of future industries, China is increasing support through key national science and technology projects, and has deployed over 100 "open-bidding for leading solutions" innovation tasks in areas such as quantum technology and clean low-carbon hydrogen.

 

Tao Qing, the MIIT's spokesperson, stated that the next steps will focus on implementing the decisions and deployments, with three key priorities: first, to improve top-level design by accelerating the formulation of the 15th Five-Year Plan and studying and issuing guidelines on developing intelligent equipment through innovation; second, to stabilize industrial operations by implementing sector-specific growth stabilization plans, promoting equipment upgrades and vehicle trade-in programs, and normalizing competition order; and third, to concentrate on breakthroughs by continuing to implement high-quality development initiatives for key industrial chains in equipment manufacturing, strengthening the development of flagship products, and promoting the application of results.
