MIIT Deploys 2026 Industrial Energy Conservation Supervision: Water Electrolysis Hydrogen Production Equipment Included in Key Industry Chain Supervision

On May 13, the Ministry of Industry and Information Technology (MIIT) issued the "Notice on Organizing 2026 National Industrial Energy Conservation Supervision Work", explicitly including water electrolysis hydrogen production equipment in the scope of key industry chain supervision. At the same time, energy efficiency inspections will be conducted on enterprises in 14 key industries, including steel, synthetic ammonia, and methanol, with full coverage planned for 2026–2027.

 

 

According to the notice, the 2026 industrial energy conservation supervision comprises four major tasks:

 

1. Energy Efficiency Inspection in Key Industries and Sectors: In accordance with mandatory industry energy consumption per unit product standards and benchmark/efficiency-leading levels, inspections will be carried out on enterprises in 14 sectors, including steel, synthetic ammonia, oil refining, ethylene, caustic soda, soda ash, methanol, polyvinyl chloride (PVC), electrolytic aluminum, industrial silicon, cement, flat glass, building and sanitary ceramics, and computing infrastructure. In 2026, all enterprises producing calcium carbide-based PVC must be covered.

 

2. Energy Efficiency Inspection in Key Industry Chains: Focused on key industry chains such as photovoltaic modules, wind turbine units, power and energy storage batteries, and water electrolysis hydrogen production equipment, special inspections will be conducted on key enterprises involved in raw materials, manufacturing, and final assembly, with emphasis on verifying energy consumption during production and energy efficiency of major products. Notably, water electrolysis hydrogen production equipment, as a core component of the green hydrogen industry chain, has been explicitly included in a special supervision scope for the first time, signaling a positive move by the state to strengthen energy efficiency supervision of green hydrogen equipment and promote high-quality industrial development.

 

3. Energy Efficiency Inspection of Key Energy-Using Equipment: For enterprises covered in the above inspections, energy-using equipment such as motors, transformers, fans, pumps, air compressors, and industrial boilers will be inspected, and low-efficiency equipment that fails to meet mandatory energy efficiency standards will be phased out in accordance with the law.

 

4. Follow-up Inspections ("Look-back"): Reviews will be conducted on enterprises found to have violations during the 2025 inspections. Enterprises that fail to rectify as required or whose rectification is insufficient will be dealt with according to laws and regulations.

 

The notice also emphasizes the need to strictly enforce the law, reduce burdens on enterprises, and promptly disclose supervision results while publishing lists of violators. It encourages the use of province-city-county joint enforcement, the introduction of third-party professional institutions, and other measures to enhance supervision efficiency. It also encourages exploring the application of supervision results to enterprise carbon emission and product carbon footprint accounting and management, integrating energy conservation supervision with energy-saving and carbon-reducing diagnostic services to form synergy in carbon reduction.
