New Energy System Construction '15th Five-Year Plan' Released: 2 Million Tons of Renewable Hydrogen Target by 2030

On June 25, the National Development and Reform Commission (NDRC) and the National Energy Administration (NEA) issued the "New Energy System Construction '15th Five-Year Plan". The Plan sets forth that by 2030, a clean, low-carbon, safe, and efficient new energy system will be preliminarily established. The share of non-fossil energy in total energy consumption will reach 25%, the combined installed capacity of wind and solar power will account for more than 50% of total installed capacity, and non-fossil energy will generate 50% of total electricity. Coal and oil consumption will peak, and a unified national electricity market system will be largely completed.
In the hydrogen sector, the Plan specifies: coordinating the full-chain development of hydrogen production, storage, transport, and utilization; promoting models such as green-power-direct-connected hydrogen production and off-grid hydrogen production according to local conditions; and achieving a renewable hydrogen production scale of 2 million tons by 2030. It also calls for a rational layout of green hydrogen‑ammonia‑methanol production bases; commencing construction of the Ulanqab (Inner Mongolia)–Beijing‑Tianjin‑Hebei hydrogen transmission pipeline; planning cross-provincial hydrogen pipeline networks such as Ordos–Yulin and Bayannur–Ningdong; and researching and demonstrating a dedicated green methanol pipeline from Hinggan League–Songyuan–Dalian. The Plan further promotes the application of hydrogen, ammonia, and methanol in power generation, transportation, chemical metallurgy, large-scale energy storage, and other fields; establishes a sustainability certification system for green fuels; and supports Shanghai in building an international green fuel bunkering and trading center for shipping. In addition, the Plan outlines key tasks including integrated development of new energy, transformation of the refining and chemical industry, clean energy substitution, technology and equipment breakthroughs, and standard system development, charting a blueprint for high-quality energy development during the "15th Five-Year Plan" period.
