The State Council Issues the "15th Five-Year Plan" Carbon Peaking Action Plan: Hydrogen Included for the First Time in National Top-Level Carbon Peaking Document

On July 9, the State Council officially issued the "15th Five-Year Plan" Carbon Peaking Action Plan (hereinafter referred to as the "Action Plan"), making comprehensive arrangements for carbon peaking work during the 15th Five-Year Plan period. Green hydrogen, ammonia, and methanol are included for the first time in the national top-level carbon peaking document, marking that the hydrogen industry has officially become a core component of the national carbon peaking strategy.

 

 

The Action Plan clearly states that by 2030, China's carbon dioxide emissions per unit of GDP will be reduced by 17% compared with 2025, and the share of non-fossil energy consumption will reach 25%, ensuring that the carbon peaking target is achieved as scheduled. The 15th Five-Year Plan period is a critical and challenging phase for achieving carbon peaking. The plan deploys specific tasks in five major areas, including energy structure adjustment, green transformation of industries, and carbon reduction in key sectors.

 

In the hydrogen field, the Action Plan makes a number of important deployments: in terms of energy structure adjustment, it actively promotes the application of green hydrogen, ammonia, and methanol, biofuel, sustainable aviation fuel and other green fuels, orderly advances the substitution of oil used in chemical industries, and explores the application of green hydrogen, ammonia, and methanol in the chemical industry; in terms of industrial cultivation, it explicitly requires fostering industries such as hydrogen and green fuels, and continuously strengthening the competitive advantages of new energy, new energy vehicles, power batteries and other industries; in terms of new energy development, it lays out the construction of integrated wind-solar-hydrogen-ammonia-methanol bases to promote efficient consumption and large-scale development of new energy.

 

Experts point out that the Action Plan elevates hydrogen from the technology exploration stage to the level of national strategic deployment, providing a clear policy pathway for the development of the entire hydrogen industry chain. The plan also proposes the establishment of a national low-carbon transition fund and the improvement of green financial standards to provide financial support for green industries such as hydrogen.
