Green manufacturing helps achieve the "dual carbon" goals

Green and low-carbon development is an important direction of the new round of technological revolution and industrial transformation. General Secretary Xi Jinping pointed out that we should "build a green manufacturing system and service system" and "promote the high-end, intelligent, and green development of the manufacturing industry." The "Outline for Building a Quality Power" issued by the Central Committee of the Communist Party of China and the State Council proposes to fully implement green design, green manufacturing, and green construction.

 

Currently, China is still in the deepening stage of industrialization and urbanization, and traditional industries still account for a relatively large proportion. Therefore, the task of promoting the green and low-carbon transformation of industry is very arduous. As the key to the transformation of production methods and industrial structures, the development of the manufacturing industry plays an irreplaceable role in easing resource and environmental constraints and achieving carbon peak and neutrality goals. At the same time, it also has an important impact on accelerating the transformation of economic development modes, promoting industrial upgrading, and achieving high-quality development of the manufacturing industry.

 

In the new era, we need to further promote the implementation of green manufacturing and enhance the innovation and supply capabilities of green and low-carbon technologies, products, equipment, and services by innovating traditional design, manufacturing technologies, and production methods. This will provide solid support for achieving carbon peak and neutrality goals and help China make greater progress in responding to climate change and promoting sustainable development.

 

Green manufacturing is a modern production method aimed at achieving low energy consumption and high efficiency. From a vertical perspective, it requires achieving reasonable control of production costs while ensuring product functionality and quality. This manufacturing model integrates the concept of green and low carbon into the whole process of product design, manufacturing, use, and recycling, and promotes the transformation of traditional industries toward more environmentally friendly directions through profound changes in the manufacturing mode, thereby minimizing environmental impact and carbon emissions.

 

From a horizontal perspective, green manufacturing involves various industries. It not only requires environmental transformation of traditional manufacturing industries such as steel, non-ferrous metals, chemicals, building materials, papermaking, and printing and dyeing but also needs to be vigorously promoted in emerging industries such as information and communication, biomanufacturing, and new energy vehicles. Through the combination of horizontal and vertical dimensions, green manufacturing aims to achieve green transformation across the industry and promote sustainable economic development.

 

Promoting green manufacturing is a systematic project that requires the support and guarantee of standards and regulations, policies and institutions, talents and technology, infrastructure, and other elements.

 

In terms of standards and regulations, it is necessary to improve the green manufacturing evaluation standard system, including green factories, green industrial parks, green supply chain management enterprises, and green products. The relevant requirements for enterprise carbon emission accounting and carbon emission reduction management should be supplemented or strengthened, and the norms and general standards for calculating carbon emissions and carbon intensity in various industries and types of products should be formulated as soon as possible.

 

In terms of policies and institutions, the government should continue to implement measures such as price subsidies, tax incentives, and financial support to reduce the cost of green manufacturing products. At the same time, the role of the national carbon emission trading market and the voluntary greenhouse gas emission reduction trading market should be better utilized to guide consumers to use green products and encourage enterprises to strengthen the research and application of green and low-carbon technologies.

 

In terms of talent cultivation, attention should be paid to the cultivation of "dual carbon" technology and talents, especially strengthening the cultivation of talents in digital and green collaboration. Digital technology should be used to promote innovation in materials, processes, and processes in traditional manufacturing to facilitate green transformation.

 

In addition, infrastructure construction is also an important aspect of promoting green manufacturing. Currently, the development of green manufacturing focuses more on infrastructure such as green power supply at the park level, smart distribution networks, energy cascade utilization, and waste resource recycling. In the future, carbon emission statistics, monitoring and accounting, green hydrogen supply, carbon dioxide capture, and other fields will also become important low-carbon infrastructure construction areas. The construction of these infrastructures should be strengthened, and the layout should be appropriately advanced to help manufacturing enterprises achieve measurable, reportable, and verifiable green transformation. At the same time, various regions should strengthen the construction of new low-carbon infrastructure in industrial parks based on actual conditions to create a better green development environment for enterprises.
