Recently, the Energy Bureau, Emergency Management Department, and Department of Industry and Information Technology of Inner Mongolia Autonomous Region jointly issued a notice on accelerating the development of hydrogen energy industry, marking Inner Mongolia officially becoming the third province in the country to open up green hydrogen production. This move aims to promote the high-quality development of the hydrogen energy industry and explore new paths for its development.
According to the notice, Inner Mongolia will allow the construction of renewable energy such as solar and wind energy electrolysis water hydrogen production projects and hydrogen refueling stations outside the chemical industrial park. At the same time, these renewable energy electrolysis hydrogen production projects will not require obtaining hazardous chemical safety production permits, greatly simplifying the operational processes of related enterprises.
The policy release in Inner Mongolia is the latest push to break the ice of domestic hydrogen energy management measures and policies. Since 2021, local governments in China have been working hard to promote the formulation and improvement of hydrogen energy management measures. After nearly two years of exploration and practice, the policy "breaking the ice" of hydrogen production end management methods has gone through three stages: from the initial "exploration of hydrogen production in non chemical parks" to "allowing the construction of hydrogen production and refueling integrated stations in non chemical parks", Nowadays, it is allowed to build renewable energy such as solar and wind energy electrolysis water hydrogen production projects and hydrogen refueling stations outside chemical industrial parks, without obtaining a hazardous chemical safety production permit.
As of now, three provincial-level administrative regions, including Jilin, Hebei, and Inner Mongolia, have clarified that renewable energy electrolysis water hydrogen production projects do not require obtaining hazardous chemical safety production permits. In addition, some cities and regions have also issued relevant policies to encourage the further development of green hydrogen projects.
