On February 27th, the National Energy Administration issued the "Guiding Opinions on Energy Work in 2025", aiming to promote technological innovation and industrial upgrading in the energy sector.

The opinion emphasizes that we will continue to improve the energy technology innovation system, strengthen the formulation of policies for high-quality development of energy equipment, and enhance the independent and controllable capabilities of the industrial chain. At the same time, we will increase the standard supply in the fields of energy digitization, new power systems, new energy storage, hydrogen energy, etc., and study the layout of emerging field standard committees.

In terms of new energy industries and formats, the opinions propose exploring new integrated development models for large-scale wind and photovoltaic bases and related industries, steadily developing renewable energy hydrogen production and sustainable fuel industries. In addition, we will explore the pilot application of pipeline hydrogen transmission projects in a steady and orderly manner, and promote the establishment and improvement of hydrogen energy management mechanisms in various regions. At the same time, we will deepen research on key issues such as technological innovation in new energy storage and industrial development, and strengthen the pilot application of new technologies and models.

In terms of international cooperation, the opinions require strengthening the analysis of the situation and risk assessment of key countries, and maintaining the safety of oil and gas imports. We will actively promote practical energy cooperation between China and the EU, deepen cooperation with the "the Belt and Road" countries in wind power, photovoltaic, hydrogen energy and other fields, and continue to do a good job in power interconnection with neighboring countries.
