2025 National People's Congress and Chinese People's Political Consultative Conference focus on the hydrogen energy industry, calling for strengthened policy support

During the National People's Congress and Chinese People's Political Consultative Conference in 2025, the hydrogen energy industry will become a hot topic of discussion. A number of NPC delegates put forward suggestions on issues such as policy continuity, subsidies at the hydrogen production end and industrial implementation of the hydrogen energy industry, aiming to promote the high-quality development of the hydrogen energy industry.
Xue Jiping, deputy to the National People's Congress and chairman of Zhongtian Science and Technology Group, pointed out that the hydrogen energy industry is still in its early stage of development, facing problems such as insufficient policy continuity and stability, and high green hydrogen manufacturing costs. She suggested that a linkage policy should be introduced as soon as possible, continuing or optimizing the existing "reward instead of subsidy" mechanism, and providing appropriate subsidies for hydrogen production at the source to reduce the production cost of green hydrogen and promote its application in transportation, electricity and other fields.
Zhang Guoqiang, Chairman of Yihuatong, emphasized that the hydrogen energy industry needs to strengthen financing support and infrastructure construction, improve the mechanism for distributing reward and subsidy funds, create a low-cost hydrogen supply guarantee system, promote high-speed demonstration projects for hydrogen energy, and explore diversified applications of hydrogen energy in the industrial field.
In addition, Zhang Tianren, Chairman of Tianneng Holdings Group, called for the optimization of hydrogen energy industry policies, the introduction of corresponding standards and regulations for different hydrogen storage technologies, the strengthening of domestic support for key materials and components, and the enhancement of the industry chain's independent and controllable capabilities. Longi Green Energy Chairman Zhong Baoshen proposed to accelerate the promotion and application of green hydrogen and green alcohol technology, promote the construction of large-scale integrated green energy bases for wind, solar, hydrogen, and alcohol, and implement a flexible electricity pricing mechanism to inject funds into industrial development.
