Five departments issue document: The proportion of green electricity consumption in data centers needs to reach 80% by 2030

On March 17th, the National Development and Reform Commission and five other departments jointly issued the "Opinions on Promoting the High Quality Development of the Renewable Energy Green Power Certificate Market". The opinions clearly put forward the goals and requirements for the development of the green certificate market.
According to the opinions, by 2027, China's green certificate market trading system will be basically improved, the green electricity consumption mechanism will be more sound, and relevant accounting, certification, labeling and other systems will be basically established to achieve smooth flow of green certificates nationwide. By 2030, the market system for green certificates will be further improved, and it will be explicitly stated that the proportion of green electricity consumption in newly built data centers at national hub nodes must reach over 80%. In areas where conditions permit, green electricity factories and parks with a high proportion of green electricity consumption will be built to encourage the realization of 100% green electricity consumption.
In addition, the opinions also include information on green electricity consumption in the environmental, social, and corporate governance (ESG) reporting system of listed companies to reflect the environmental value of green electricity. At the same time, we will accelerate the scale of green power trading, promote the participation of various renewable energy generation projects in green power trading, ensure the efficient and orderly operation of the green certificate market, effectively support the high-quality development of renewable energy, and assist in the comprehensive green transformation of the economy and society.
