Recently, the National Development and Reform Commission and the National Energy Administration jointly issued the "Implementation Plan for the New Generation Coal fired Power Upgrade Special Action (2025-2027)", which provides direction for the transformation and development of the coal fired power industry.

The plan is clear that by 2027, in areas with urgent demand for power grid regulation, a batch of coal-fired power units with the ability to quickly change loads, deeply adjust peak loads, and efficiently regulate wide loads will be renovated and built. Newly built units need to reserve conditions for low-carbon transformation, and encourage the simultaneous implementation of low-carbon construction. Existing units will also actively promote low-carbon transformation. After adopting carbon reduction measures for the new generation of coal-fired power pilot demonstration units, the carbon emissions per kilowatt hour should be reduced by 10% -20% compared to similar units in 2024, and further improvement of carbon reduction levels is encouraged.

In terms of technology, the plan proposes to adopt zero carbon and low-carbon fuel blending, carbon capture and utilization, and storage technologies according to local conditions to improve the clean and carbon reduction level of the unit. At the same time, supporting energy-saving and carbon reduction renovation projects in the coal-fired power sector, eligible projects can issue Real Estate Investment Trusts (REITs) in the infrastructure sector to facilitate the "investment, financing, management, and withdrawal" channels.

In addition, the plan encourages the transformation and upgrading of existing coal-fired power units, the construction of new units, and the joint venture of new generation coal-fired power pilot demonstration units with new energy. Joint venture new energy projects can be prioritized for grid connection. The relevant person in charge of the National Energy Administration stated that coal-fired power, as the main source of carbon emissions in China's energy and power sector, needs to take multiple measures to reduce carbon emissions, while exploring flexible regulation capabilities to serve the construction of new power systems.
