Six ministries jointly issued a document to promote the green transformation of inland waterway transportation, with hydrogen powered ships becoming a key development focus

Recently, six ministries including the Ministry of Transport and the Ministry of Industry and Information Technology jointly issued the "Opinions on Promoting the High quality Development of Inland River Shipping", clarifying that green and low-carbon are the core, accelerating the construction of new energy and clean energy ships and ports, and assisting the transformation and upgrading of the shipping industry.
The document proposes to promote the innovation of ship power in different scenarios: accelerate the application of battery power technology in small and medium-sized ships and short distance transportation, and encourage electric ships to operate on fixed routes and schedules; Priority will be given to promoting LNG and methanol power for medium to large ships and medium to long distance transportation, and exploring the landing of hydrogen fuel cell power technology. To support the energy transition, we will improve the construction of refueling, charging, and swapping facilities, establish charging facility standards, and provide policy support such as priority berthing and gate crossing for new energy ships. In addition, old high energy consuming ships will be phased out at an accelerated pace, and standards for ship exhaust smoke are currently being studied and formulated.
The port sector is synchronously promoting green transformation, requiring the priority use of clean energy such as green electricity and hydrogen energy in port machinery and transportation equipment, encouraging the application of distributed energy, and building near zero carbon inland ports. The document also emphasizes the need to increase the proportion of clean transportation for bulk commodities such as coal and iron ore, and to prioritize the use of clean transportation methods for new and expanded ports; Promote the fully enclosed renovation of dust suppression facilities at dry bulk cargo terminals, requiring oil tankers and terminals to be fully equipped with oil and gas recovery devices, and mandating the use of shore power for ships docking in accordance with the law.
